PROJECT FOR THE URBAN, LANDSCAPE AND
ENVIRONMENTAL REQUALIFICATION
OF THE FORMER COGEFAR DUMP


The Baiaverde area (former CO.GE.FAR dump) falls within the final project of urban, landscape and environmental redevelopment within the territory surrounding the Municipality of Ospedaletti, in the province of Imperia. This project was proposed after the surplus material coming from the excavation of the new railway tunnel (“Capo Nero”)  built between 1975 and 1985, was unloaded in this area.

An area of 90,000 metres has been constructed using the excavated material, forming an embankment 9,000 metres above sea level made up of four winding artificial headlands.
As a result, the area will be completely redesigned and extended to over 133,000 sq m.

The project aims to recreate the balance between the new area described above and the remarkable existing territorial features in which it is situated. Its principle objectives are:

1. Preserving and upgrading the new stretches of emerged coast by enhancing their environmental ambiance and landscape potential;

2. Redeveloping and complimenting the neighbouring stretches of coast already urbanised;

3. Protecting the coast and enhancing the sandy shores;

4. Optimising the function of public use of the area involved and developing tourist and recreational activities along the coastline;

5. Extending the areas of green and common use land;

6.  Developing and fostering marina facilities;

7. Reusing, in a more rational and coordinated way, the redundant stretches of railway line;

8. Improving practicability of roads, cycle and pedestrian paths along the shoreline.

The adopted planning strategy gives great emphasis to the preservation of the landscape framework and urban and natural setting which are typical of this part of the territory. Staying in tune with these principles the idea of introducing into this area the function of a holiday park with recreational facilities seems to represent the best solution within the framework of the redevelopment project at issue.

The denomination of the project itself: "Parco & Marina di Baiaverde"; a 60,000 sq m modern holiday park, nestled in a charming green area equipped with recreational facilities reflects the approach to the territory that has directly inspired the project planning process. The park will consist of eight complementary areas nestling amongst rich, varied and exotic botanical species.

The “Parco & Marina di Baiaverde" is geographically located in a natural bay of the same name that in its turn is situated in the gulf of Ospedaletti (3,000 resident inhabitants), a charming Ligurian village not far from the famous tourist towns of Sanremo (1,0 km) to east and Bordighera (3,0 km) to west, which are amongst the most renowned towns in Italy famous for the mild climate and incomparable beauty of the surrounding landscape.

The planned development will involve a state-owned marine area (land – sea) that covers nearly 200,000 square meters (the on-shore surface has an area of 130,000 square metres of which more 800 meter are covered by the coastline)

The formation of new broad beaches as well as the supplementing of already existing sandy shores will add approximately 20,000 square meters to the overall area.

  • A 4,090-square meter shopping mall with thirty (30) boutiques. The areas will be mainly devoted to the promotion of local and inland Ligurian products; in particular high quality food-and-wine specialities that are the basic ingredients of the Mediterranean diet.
  • 12 refreshment areas;
  • Wellness centre – AquaDrome (2,000 sq m) with: swimming pool, sea spas, thalassotherapy centre and gym-hall;
  • Aquapark (7,500 sq m) with navigable marine lagoon (electric-boat) and roof-gardens;
  • Playroom, Bowling (9 lanes), Squash (5 courts);

One of these new sandy beaches will be situated in the “Rio Giunchetto” zone that borders the western area of the neighbouring Municipality of Bordighera and will have a sea front of more than 300 linear meters.

In particular, the project proposal will include:

  • A marina at "Marina di Baiaverde" with about 390 boat moorings (for boats up to 33, 00 meters). 
  • Harbour Master’s Office and Port Administration office, refuelling station located on the inner pier quay 
  • Yacht Club and Nautical Club (rowing and sailing centres) located on the main marina quay.  
  • A landing wharf, off the inner pier, for the canalised mooring of Seaplane, Submarine and Water-bus for tours to the Cetacean Sanctuary, for the practice of many water sports (water-skiing, surfing,  jet-skiing, kit-surfing, recreational fishing, paragliding, etc. etc)..
  • The construction of a Shipbuilding centre integrated into the restoration works of the existing Porrine nautical base for the accommodation of boat moorings. The 10, 000-square metre centre consists of a covered shipyard dock (2,000 sq m) and of a 5,000-sq m external area equipped with facilities.
    The new nautical base will offer a wide range of up-to-date services related to boat building and laying up also housing: a refuelling station, vessel dry storage facilities, harbour offices, headquarters for sport, maritime, nautical, cultural, associations as well as for civil defence, salvage operations, emergency (dog units) and a diving centre equipped with a  hyperbaric chamber. 
  • Parasol pay areas and a lido with swimming pool, brick built seasonal changing facilities (approximately 100), constructed below the promenade and bordering the new large expanse of sandy beaches that will host the fully equipped leisure facility construction.
  • Holiday Village made up of 6 terraced apartment blocks comprising:
    • Hotel
    • R.T.A. Residence (Tourist Hotel Residence)
    • Holiday flats

    The above mentioned accommodation facilities will also include:

    • Holiday maritime suites located on the quay with view only from the front (cave bateau) (building: A, B, C, D, E, F).

Located in front of the shopping mall and wellness centre this 1000-bed tourist complex will consist of 419 suites and will be elevated behind the marina bordering the botanical park, recreational area and urban park.
It will be equipped with all facilities, receptions and swimming pools will be situated in the botanical park behind.

The buildings hosting accommodation facilities will be on one, two or three storeys; all load bearing slabs will be at quay level, each other jointed and winding along the marina quay, beaches and marine lagoon.
All roofing will be in corrugated pre-greened copper plates. This architectonical solution perfectly integrates with the surrounding environment and landscape giving the tourist complex a style of its own.

The project also plans: 

  • A 60, 000-square meter botanical park equipped with facilities and 4 swimming pools consisting of eight (8) botanical areas with pedestrian paths and picnic areas;  
  • 169 maritime suites (cave bateau) included in the accommodation units mentioned above;

The operational management of tourist and commercial activities will be jointly coordinated so as to optimize the holiday park activity. New businesses (approximately 70/80) will be offered the opportunity to settle in the new tourist complex and to autonomously develop their business in their pertaining sector.
As a result, this will foster the creation of 250/500 new jobs.

The "Parco & Marina di Baiaverde" is a new tourist proposal that will attract national and international tourists from wide social brackets. Thanks to the mild microclimate which is peculiar to the Riviera dei Fiori and in particular to the town of Ospedaletti it will bring visitors not only during summertime and wintertime but all year around.

Being close to Milan (300 Km), Genoa (150 Km), Villanova di Alberga (60 Km.) and Nizza (Blue coast 40 Km.) the small town of Ospedaletti is easy to reach as all the cities mentioned above have airports and are connected to it by motorway.
Sanremo Ovest and Bordighera tollgates are respectively 3 and 5 kilometres from the "Parco & Marina di Baiaverde" but it will be served by new major arterial road, Aurelia Bis.

The designed facilities will be performed by the licensee FIN.IM. s.r.l. – Finanziaria • Immobiliare – Genova-Sanremo, works will begin in  2007 and will be completed during the following five years (2012).

The "Parco & Marina di Baiaverde" project is the result of fifteen years of studies and research and the approach described above in its final version represents the best solution for the complete functional recovery of the so called Baiaverde area through environmental, landscape and urban prequalification. 
The intervention takes into account some of the key factors pursued by the project giving priority to the balance between territory and environment.
The implementation of the final project will make real an important entrepreneurial prospect focused as it is on interpreting and implementing the local community expectations.
